Indeed it has. But a set-back, even a decade, is not the end of opportunity. My grandfather, born in 1900, always said that he "lost ten years" during the Depression. But then prosperity returned with the post-war boom and several that followed, he started a business, and lived a prosperous life. We need, however, to bring back the boom, which means encouraging and rewarding the taking of risk.
