The EPA's secret email scandal keeps getting more embarrassing. And disturbing. Why? Because it suggests that Lisa Jackson and her supporters within the agency considered that in going after the coal business only the ends matter, and that any means of achieving those ends, however offensive to the principles of transparency asserted by her own boss, are justified.
