Both, apparently, prefer ambiguous delay over regulatory clarity. Cuomo will not make a decision about fracking in New York, just as Barack Obama has several times deferred a decision on the Keystone pipeline. They both agree that a regulation delayed is business denied, and they are counting on most of the press essentially covering up for them.
