Shakedown watch: Twisting arms to fund Obamacare

When the Secretary of Health and Human Services, who has vast powers under the Affordable Care Act ("Obamacare"), asks for "contributions" from the companies over whom she wields vast regulatory and economic power, how is that functionally different than a tax that has not been duly enacted?

[T]he industry official who had knowledge of the calls but did not participate directly in them said there was a clear insinuation by the administration that the insurers should give financially to the nonprofits.
This administration has no shame whatsoever.
